Late Victorian Ornate comb holder

This ornate case appears to be stamped brass and measures 5" x 1 1/4". I cannot find any markings on it. It appears to be a group of townsmen playing musical instruments. A modern comb accompanies it. Unusual item in nice condition with a nicely aged patina.
